3rd August 2022

The Commission has published an updated version of the Hearing Programme to version 3 [ED006] for weeks 3 & 4 to reflect amendments to participants lists which can be viewed here in the MEA Examination Library.

The public hearing sessions of the Independent Examination recommence at 10:30am on Tuesday 2nd August 2022.  The Commission has a YouTube Channel to stream the hearing sessions live. Live stream here.

Those wishing to view the sessions should go to our channel and select the video tab on this page.

On Desktop and Laptop devices you should be able to select "Upcoming live streams" however on Mobile or Tablet devices you may need to refresh this page once the hearing commences for the stream to appear.

Following return of pro formas from eligible participants, the Commission has published an updated version of the Hearing Programme [ED006] for weeks 3 & 4 which can be viewed here in the MEA Examination Library.

The Commission has published an updated version of the Questions (version 2) [ED007] for weeks 3-4 of  the IE hearing sessions These can be viewed here on our MEA Examination Library. The minor changes have been underlined so that they can be easily identified.

1st July 2022

The Commission has updated the Hearing programme version 2 [ED006] after contacting all those eligible to participate in the hearing sessions. Please note the hearing programme published on 1st  July 2022 now relates to the final two weeks of the IE hearing sessions. There is no requirement to run hearing sessions for this IE, as previously anticipated, on 5th and 6th of September 2022. Please also note changes to the hearing dates for the various topics during August.

The Commission has also published the Questions [ED007] for the remaining hearing sessions of the Independent Examination (weeks 3-4) to be conducted from Tuesday 2nd August 2022 - Friday 12th August 2022.

The Commission has published the Questions [ED004] for the initial public hearing sessions of the Independent examination (weeks 1 & 2) to be conducted from Monday 6th June 2022 - Friday 17th June 2022 inclusive.

The Commission has also updated the Hearing programme [ED003] after contacting all those eligible to participate in the initial hearing sessions. Version 2 of the Guidance Notes for Participants has also been uploaded.

The Commission has published the Guidance Notes, Remote Hearings Protocol and the Hearing Programme for the initial two weeks of the public hearing sessions of the Independent Examination to be conducted from Monday 6th June 2022 - Friday 17th June 2022 inclusive. 1th October 2021

The Department for Infrastructure has appointed the Planning Appeals Commission to conduct an Independent Examination of the Mid & East Antrim Borough Council's Local Development Plan. Programme Officer, Barry Fegan, has reviewed the draft Plan Strategy documents supplied directly by Mid & East Antrim Borough Council and the Commission has assigned Commissioner Rosemary Daly and Commissioner Carrie McDonagh to perform the IE. 

The Commissioners will proceed to undertaking a series of checks to ensure that all essential regulatory steps have been taken by the Council and to identify any fundamental concerns about the soundness of the plan. Following these checks, the Commissioners may request further written evidence and an exploratory meeting may be held. If an exploratory meeting is not required we will proceed to arrange the hearing sessions. 

The Programme Officer will make contact with all parties who made representations in due course. All communications in relation to this examination should be directed to Barry Fegan, on 028 9089 3917 or by sending an email to MEA.LDP@pacni.gov.uk .
