4th October 2023

Following the independent examination of the draft Plan Strategy, the Commissioner’s report has been forwarded to the Department for Infrastructure.

Release of that report is solely a matter for the Department.

3rd February 2023

Further to our previous notification, dated 31st January 2023,  in which we had anticipated the delivery of the Antrim & Newtownabbey Report by the end of Feb 2023, the Commission advise that there will be a further delay. Unfortunately we are not in a position to provide a delivery date at this time.

Once the report is delivered, the Commission’s Examination Library will be updated accordingly and a news item published on its home page. Release of the report will be a matter for the Department.

31st January 2023

The Commissioner had advised in his closing notes that he hoped to “deliver the report to the Department by the end of January 2023.” The Commissioner is still progressing to the final draft of the report and it is anticipated that the report will be delivered to the Department by the end of February.

**Please note that none of the questions have changed from version 1**

Due to a number of participants no longer attending, the three issues without questions have been removed (Homes in the Countryside, Private Open Space & Living Over the Shop).

The Commission has published the Questions [ED007] for the public hearing sessions of the Independent examination (Weeks 3 & 4) to be conducted from Monday 20th June 2022 - Thursday 30th June 2022 inclusive.

The Commission has also updated the Hearing Programme for weeks 3 & 4 (Version 2). [ED005]  **Please note that week 4 of the Hearing Programme has been streamlined and has been reorganised significantly from version 1**

25th April 2022

As a number of parties have decided to no longer participate in the Hearing sessions, the Commission has updated the Hearing Programme [ED003] and Questions for week 1 & 2 [ED004]. These documents can be found on our website here

Two corrections have also been made to the Guidance Notes for Participants document [ED002] namely the date on paragraph 5.5 should read Friday 27th May 2022 and on paragraph 5.6 the public hearing sessions are only anticipated to run until 16.00.

The Commission has published the Remote Hearings Protocol, Guidance Notes, and the Hearing Programme for the initial public hearing sessions of the Independent examination, to be conducted from Tuesday 3rd May 2022 - Friday 13th May 2022 inclusive. 16th September 2021

The Department for Infrastructure has appointed the Planning Appeals Commission to conduct an Independent Examination of the Antrim & Newtownabbey Borough Council Local Development Plan. Programme Officer, James Bickerstaff, has reviewed the draft Plan Strategy documents supplied directly by Antrim & Newtownabbey Borough Council and the Commission has assigned Commissioner Andrew Speirs to perform the IE. 

The Commissioner will proceed to undertaking a series of checks to ensure that all essential regulatory steps have been taken by the Council and to identify any fundamental concerns about the soundness of the plan. Following these checks, the Commissioner may request further written evidence and an exploratory meeting may be held. If an exploratory meeting is not required we will proceed to arrange the hearing sessions. 

The Programme Officer will make contact with all parties who made representations in due course. All communications in relation to this examination should be directed to James Bickerstaff, on 028 9089 3919 or by sending an email to AN.LDP@pacni.gov.uk .
